The whole story: Series of articles on the incompetence of Dorset Police, Crown Prosecution Service, and Bournemouth Crown Court


Bournemouth, 2nd May 2025 – Nearly two years after dramatic events led to him being thrown out of his home and his business destroyed, a local Bournemouth entrepreneur has received long-awaited news from the Independent Office for Police Conduct (IOPC). A decision regarding his numerous and serious allegations against Dorset Police officers could be made within the next 28 days. The case, which originated from a controversial domestic intervention in June 2023, has escalated into an exhausting legal battle. The entrepreneur accuses the police of a series of shocking failings – from fabricating evidence and gender discrimination to gross negligence in the investigation and systematic violation of victims’ rights. These actions, he claims, directly led to the bankruptcy of his thriving business, Phones Rescue, and ruined his life and the lives of his three daughters.

The message from Kathryn McCarthy, an IOPC Casework Manager, dated 1st May 2025, marks the first sign of progress in a long time. It informs the entrepreneur that his application for a review of how his original complaint was handled by Dorset Police has been officially assigned to her for assessment. Although Ms McCarthy states her aim is to complete the assessment as soon as possible, she also warns of potential delays if further information is required.

For the entrepreneur, who has been tirelessly fighting for justice and to clear his name since June 2023, this information offers a cautious glimmer of hope. In his detailed response to the IOPC, he expressed his profound hope that the Office’s investigation will “thoroughly consider all points of my complaint and the allegations,” while reiterating the list of key issues causing him the most serious concern and demanding explanations.

23rd June 2023: The Day That Changed Everything – False Accusations and Controversial Police Intervention

The flashpoint for the entire affair was the events of 23rd June 2023. According to the entrepreneur’s account and excerpts from police reports (which he obtained and published on bournemouthbond.co.uk), the police were called to his home by his then-partner, Małgorzata Lidia Kowalska (also known as Gosia or Gosha), who works as a nurse at Poole Hospital or Bournemouth Hospital. The reason for the call was allegedly the entrepreneur’s provocative behaviour – sitting in the garden and smiling at her (“[…]He has sat in the garden in an apparent attempt to goad her.[…] Caller states he is sitting and smiling (smirking?) at her.[…]”).

The entrepreneur strongly refutes these accusations, claiming they were entirely false and part of a manipulation by his partner after she learned of his alleged infidelity. Significantly, the officers who attended the scene noted in their report that the man “presented as reasonable” (“[…]Male party was spoken too and presented as reasonable.[…]”) and was “calm and compliant” (“[…]Suspect was calm and compliant.[…]”). Despite the lack of any sign of an offence or aggression on his part, and the fact that he was a legal tenant of the property, the police – he claims – took actions that escalated the situation.

According to the entrepreneur’s account, one of the officers asked him to leave the house for about an hour so his partner could calm down. He agreed to this voluntarily. However, contrary to this verbal request and the actual situation, subsequent reports contained entries suggesting he had ignored a police instruction to leave the property or that a location ban was considered for him (“[…]I have considered a location ban for the home address and this would be suitable as he has previously ignored Police advice to leave the property and not return.[…]”) – which, the entrepreneur stresses, is untrue. Furthermore, Officer Simon Shaw allegedly recorded completely false information, claiming the entrepreneur returned to the scene 5 minutes after the police told him to leave (“[…]The Police asked him to stay away and he came back 5 minutes later.[…]”).

These events of 23rd June, in the entrepreneur’s view, exemplify an unjustified intervention based on a false report, a waste of public funds (dispatching two officers because of “smiling”), and the beginning of a series of manipulations and falsifications in police documentation that had catastrophic consequences.

  • Systemic Fabrication of Evidence: Accusations concern at least three officers – Simon Shaw, Sarah Dutton, and Rose Pratt – of knowingly entering false information into official reports. This relates not only to the events of 23rd June but also to an alleged pushing of his partner (“[…]pushed his ex partner[…]”; “[…]pushed Victim[…]”) and the circumstances of a previous arrest. The entrepreneur categorically denies these events, pointing to a complete lack of evidence. He emphasizes that these fabricated reports were presented in family court, preventing him from mounting a fair defence and influencing decisions detrimental to him.
  • Gender Discrimination and Ignoring the Victim: The entrepreneur, being a man and a victim of domestic abuse (evidenced, among other things, by reporting a broken nose inflicted by his partner, which she allegedly admitted to), claims he was systematically ignored and treated by the police as the aggressor. Despite reporting assaults by her three times, the police took no legal action against Małgorzata Lidia Kowalska. He considers this a blatant example of gender discrimination and double standards.
  • Gross Negligence in Investigation by Officer Rose Pratt: He accuses the officer handling his case, Rose Pratt, of deliberately and unjustifiably delaying the investigation for 12 months. He stresses this happened despite evidence of his innocence (including the partner’s own incriminating statements), police knowledge of her potential motive (revenge for alleged infidelity), and her history of police contact regarding previous relationships. This delay, he believes, was intended to drive his company into bankruptcy.

  • Lack of Due Protection by Officer Matt Lambert and Concealment of Truth: He questions the conduct of Officer Matt Lambert and other officers, accusing them of deliberately failing to investigate Małgorzata Kowalska, despite her admission of assault. The entrepreneur suggests the reason for this inaction is the police’s fear of the consequences. He claims that if an investigation proved Ms Kowalska had used Dorset Police as a tool for revenge over alleged infidelity to destroy his life and business, it would simultaneously reveal the vast scale of crimes, negligence, and manipulation by the officers themselves. In his opinion, the lack of investigation against her is an attempt by the police to cover up their own misconduct.
  • Fabrication of Intentional Strangulation Charge by Dorset Police, or Concealment of Evidence: He points to a disturbing discrepancy – the documents he received state a charge of “Intentional strangulation on 24/06/2023”, yet the police reports provided to him contain no mention of his partner ever accusing him of such an act on that specific day. This raises suspicion that the charge was fabricated by the police or that key documents related to this matter (confirming such an accusation) were withheld from him.

Phones Rescue: The Fall of a Local Business and Personal Tragedy

Before the scandal erupted, Phones Rescue was a well-known and respected local business in Bournemouth, specialising in the repair of phones and electronic devices. Founded and run by the entrepreneur, it enjoyed a good reputation, provided jobs, and served the local community. It was the fruit of his hard work and passion.

However, the entrepreneur claims, the actions of Dorset Police – false accusations, a protracted investigation that prevented him from functioning normally, and the associated stress – drove the company to ruin. The bankruptcy of Phones Rescue was not just a business loss. For the entrepreneur and his three daughters, it meant the loss of their main source of income, financial stability, and sense of security. As he describes it, overnight he lost not only his company but also his home and the ability to provide a decent living for his children. The collapse of the business became a personal tragedy that left a deep scar on the entire family.

Expectations for the IOPC Investigation and Legal Context

The entrepreneur now expresses cautious hope for a thorough and impartial investigation by the IOPC, taking into account all the evidence and arguments he has presented. He stresses the importance of this investigation not only for him personally but also for restoring trust in law enforcement agencies. It should be noted that parallel civil proceedings against Dorset Police have already been initiated by the entrepreneur’s solicitors, who are currently analysing extensive documentation received from the police.
