DOMESTIC VIOLENCE/ABUSE (DASH – RISK IDENTIFICATION CHECKLIST)
Has the aggressor had a previous abusive relationship? [Zredagowane pole
wyboru/odpowiedź] How many? [Zredagowany tekst]
OFFICER’S OBSERVATIONS
Female party stuck with her account, not disclosing any offences other than a
verbal DA and wishing for the male party to “give her space” and to leave the
address, which is also his home. Female party advised that male is leaving to
allow female some space, advised to keep doors locked and if male returns to
the address, not to engage with him and keep property secure. At this time,
based on what has been said, there was no lawful power to prevent the male
party from returning to the address. Female party took this on board and
advised to speak to housing officer re housing options and male being on the
tenancy if the relationship had ended. Both parties separated. Details taken rePPN. No immediate risks identified. Other than historic assault there were no
other DA related incidents of concern. This is the first reported DA between both
parties at this time. As such, based on the above, both parties separated, and
safeguarding advice provided to both with a view of avoiding escalation in the
future. PPN to be submitted.*** since officers attended this incident the infmt
has called in to say that the male returned to the address, as he could not get in
her climbed through an upstairs window, he has assaulted her by pushing her
against the wall. She has then told these officers about the previous assault and
stated that he strangled her before – note that when asked by earlier officers if
there had been any other assaults she said no, and she said no when ppn
question about strangulation, possible this will need revisiting for
clarification.

OFFICER’S OBSERVATIONS
This
occ relates to a DA breach of pre charge bail conditions.Suspect was arrested
yesterday – occ 55230098162 relates – where by he had pushed his ex partner
after a verbal DA earlier in the evening where she kicked him out of the house
when she discovered he had cheated on her with her friend.Suspect1 has been given
bail conditions not to contact her or attend the address save for once with
police to collect his belongings. He was released from custody this evening and
has attended the address and looked through the window so victim has called
police.Officers have attended and spoken with the suspect, his first language is
not English and he explained that he did not understand that he could not attend
to collect his belongings. He collected his items and went on his way, he has the
means to stay away from the address and as the original matter is going to the
CPS slow time it was not proportionate for officers to arrest him for the breach
due to custody time and the fact no violence or force was used, it was believed
by the attending officers to be a genuine misunderstanding/language barrier.DASH
PPN submitted for the victim using the same information as yesterdays PPN as
nothing has changed there.

High Officer’s initial risk assessment:
Rationale
OFFICER’S OBSERVATIONS
On
SATURDYA 24TH JUNE 2023 at 1900 hours DP were called to attend [Fragment tekstu
zasłonięty]
Bournemouth LT officers attended, and it was resulted as a verbal DA with
WOA given to both parties. Their OIC 1 is on log #1. At approximately 2147 hours
the V called Police again and reported that the S had re-entered the house and
pushed her against a wall. This caused no injuries and he then walked upstairs
and started having a shower. The V stated she is petrified of him and stated
that she was going to head to Beaufort Community Centre to wait for officers. As
a result the FCC re-opened the original incident. Officers attended and located
the V and her son in their car waiting in the car park to the centre. The V
stated officers had been out earlier in the evening and she was told to lock her
doors so he could not gain entry. She said that 5 minutes after Police left theS sat in the garden just looking into the property. Then, whilst she was having
a bath [Fragment tekstu zasłonięty] told her that the S was back inside the property.
She challenged
him in the living room where he walked up to her, said “FUCK OFF” and pushed her
with two hands against the door frame. The S then went to have a shower. [Fragment
tekstu zasłonięty]
came downstairs and saw she was crying, they then both immediately left the
property going to the car park. During PPN questions the V also disclosed that
around 3 months ago, during an argument the S lost his temper and he grabbed her
round the throat with one hand pushing her to the bed. She also disclosed that
he has kicked her in the stomach previously, she thinks this was around 1 year
ago. She could not provide any more details for either assault. Officers spoke
with [Fragment tekstu zasłonięty] who said that this had been on-going all day and
that he was tired.
He said that he was upstairs when he heard that the S was back inside the
address. He heard a loud bang and went downstairs to see his mother crying. They
then left the address. Officers attended and located the male where he was
arrested for assault by beating and non-fatal strangulation. He was conveyed to
Bournemouth Custody. Officers attended the V’s address and have obtained an
MG11. We have also completed another PPN and referred her to the NCDV.

these to female party. This was discovered and has refused to leave the address. He
has sat in the garden in an apparent attempt to ‘goad’ her. Female party confirms: 1)
She has not been assaulted or threatened. 2) Male party does not have any family
members that he could possibly go to and has no funds. Both parties are named onthe address. The female party also disclosed that a while ago (possibly a year or more
ago) the male had pushed her or kicked her in the face but she can’t state when, she
believes this was the ‘tip’ of her ending the relationship over this.
Male party stated that he has been in a relationship with the female party for
approximately 3 years. In this time, he has moved into her property, and has paid
bills from his account and has contributed towards the property improvements and
generally considers this to be a joint home. He disputes the female party but when
she is withdrawing from alcohol, she becomes spiteful. The male party stated that he
believes that the female party has a problem with alcohol. If this is brought up /
spoken about then the female party becomes very aggressive and has previously
struck him on multiple occasions and he often leaves the property allowing her to
calm down and when he returns, she usually calms down. On this occasion the male
party has left the property but states that he intends on returning, he has been trying
to get some belongings – the female party has not let him to do so. He states that he
has not assaulted or threatened the female party. Male party also disclosed that the
female party had hit her in the face but this was not reported and the male party
can’t exactly remember when this was. No other DA other than verbal arguments.
RESULT
Male party was spoken too and presented as reasonable. He stated that he didn’t
want to leave the property as it was his home, and he hadn’t done anything wrong.
However, understood the need to provide space and let the “dust” settle. Based on
the informants account, as well as the male confirming he was in the garden an hour
prior to police arrival – male party was persuaded to leave the address for a period of
time, and if he choses to return he is to contact police first. He was content with this
situation and stated that he has a friend he can stay with.
Female party stuck with her account, not disclosing any offences other than a verbal
DA and wishing for the male party to “give her space” and to leave the address, which
is also his home. Female party advised that male is leaving to allow female some
space, advised to keep doors locked and if male returns to the address, not to
engage with him and keep property secure. At this time, based on what has been
said, there was no lawful power to prevent the male party from returning to the
address.1 Female party took this on board and advised to speak to housing officer re
housing options and male being on the tenancy if the relationship had ended. Both
parties separated. Details taken re PPN. No immediate risks identified. Other than
historic assault (1 or 2 years ago) amounting to common assault this time. As such,
based on the above, both parties separated, and safeguarding advice provided to
both with a view of avoiding escalation in the future. PPN to be submitted.Raport:

Poniższy tekst narracyjny wydaje się być skonsolidowanym opisem zdarzeń,

At approximately 2147 hours the V called Police again and reported that the S had re-
entered the house and pushed her against a wall. This caused no injuries, he then
walked upstairs and started having a shower. The V stated she is petrified of him and
stated that she was going to head to Beaufort Community Centre to wait for officers.
Officers attended and located the V and her son in their car waiting in the car park to
the centre. The V stated officers had been out earlier in the evening, and she was told
to lock her doors so he could not gain entry. She said that 5 minutes after Police left
the S sat in the garden just looking into the property. Then, whilst she was having a
shower [Fragment tekstu zasłonięty] told her that the S was back inside the
property. She challenged him in the living room where he walked up to her, said
“FUCK OFF” and pushed her with two hands against the door frame. The S then went
to have a shower. [Fragment tekstu zasłonięty] came downstairs and saw she was
crying, they then both immediately left the property going to the car park.
During PPN questions the V also disclosed that around 3 months ago, during an
argument the S lost his temper and he grabbed her round the throat with one hand
pushing her to the bed. She also disclosed that he has kicked her in the stomach
previously, she thinks this was around 1 year ago. She could not provide any more
details for either assault.
Officers spoke with Jakub who said that this had been on-going all day and that he
was tired. He said that he was upstairs when he heard that the S was back inside theaddress. He heard a loud bang and went downstairs to see his mother crying. They
then left the address. Officers attended and located the male where he was arrested
for assault by beating and non-fatal strangulation. He was conveyed to Bournemouth
Custody. Officers attended the V’s address and have obtained an MG11. We have also
completed another PPN and referred her to the NCDV.

INFORMATION AND INTELLIGENCE
SUMMARY
This case relates to two 999 calls from the victim.
The victim [Fragment tekstu zasłonięty] has been in a relationship with the offender,
Andrzej MAJEWSKI for the last 3 years and living together for just
under 3 years. The property is a council owned property in the victim’s name. Due to
issues the victim ended the relationship on 23/06/2023. On 24/06/2023she added the S, and he subsequently built a summer house/office in the garden
where he could run his business.
The victim states that she found out about the S cheating on her with her best friend.
After an initial verbal argument the S had been sleeping with her best
friend. The S had left the property earlier in the day, had now returned and was trying
to get in, which the V didn’t want. Officers attended and as no
offences were disclosed at this time, gave both parties suitable WOA and advised the
S to leave again, which he did.
A second call was received from the victim approximately an hour and a half later
stating the S had re-entered the house and had pushed the
victim up against a wall.
Officers attended and the victim disclosed that whilst she was having a bath the
suspect came into the house and when she challenged him, he swore
at her and pushed her against the door frame causing no injury. Victim also disclosed
that about three months ago the S had put his hands round her throat
and pushed her onto the bed in the spare room. This was originally unreported.

CALL TO POLICE
This occurrence relates to two incidents reported on 999 by the Victim. I have not
requested a copy of the recording and have not listened to it at this
time. The calls are logged on STORM and summarised onto the CRIS, and I have read
these.

SCENE
Victim and suspect’s home address.HISTORY
This is the first (s. record) incident involving this couple to be reported to Police. The
first was rated as a medium DA and the second was rated as
high due to non-fatal strangulation.
Both V and S have previous DA with former partners.
V was NFA’d as a suspect for an assault on an ex-partner. This was resulted NFA as
victim was not supporting. The S had kicked and dragged
her to the floor by her hair after she pushed him. He claimed self-defence, but he
inflicted a sustained attack upon her. He also claimed that there
were ongoing issues between them, he states “I should have hit her, if I’m being
honest”.
V last reported a DA incident with ex-husband in 2017 when they had both been
drinking and had a verbal argument.
Neither has any previous convictions/reprimands/warnings or cautions.

ACTION AND REVIEW
Suspect has allegedly strangled victim previously and now with the end of their
relationship has pushed her despite her son being in the house.
He caused no injury to the victim.
Victim is supportive of a prosecution and has provided a complaint statement.EVIDENTIAL TEST
No witnesses at this time, son heard a bang and then saw his mum crying.
No injuries therefore no photos.
Suspect interviewed.
Suspect has stated the latest incident did not happen. He has no idea what V is on
about regarding the strangulation.
DOMESTIC VIOLENCE PROTECTION NOTICE/ORDER
Not applicable at this stage as matter to be put to CPS for charging decision and male
will be bailed with conditions.
ACTION
Positive action has already been taken in this case by:
(1) arrest of suspect
(2) submission of PPN which has been graded and shared appropriately
OUTSTANDING ENQUIRIES
As the DA assault is a matter for CPS, advice must be sought.
Considering MAJEWSKI’s release from custody
[Fragment tekstu zasłonięty] of bail and clear conditions specifically on V for
residence and access to his business, there is an increased risk of the suspect
attempting to contact the victim.
As such, I believe Bail with conditions is both necessary and proportionate.
I have had discussions with the victim and she agreed that she would be agreeable
that he has previously ignored Police advice to leave the property and not return by
going back and climbing in through the bathroom window, knowing that the doors
were locked and the V didn’t want him there.
Male has been given clear Bail Conditions.

—Interview Summary—
Time Start: 1442
End Time: 1451
Interviewing Officer: 2930 PRATT
Interviewee: Andrzej MAJEWSKI
Tape Seal: X165134
Suspect has given an account for the following:
Andy, the reason you are here today, is your ex-partner has stated last night when
you returned to the address after being told by officers to leave, you have pushed her
against the wall. Further to this, when speaking to officers, she disclosed that 3
months ago, you strangled her.
In your own words, please explain what happened between you and [Fragment
tekstu zasłonięty] last night?
I came home 7/8pm and I realised both doors were closed. As it was still warm, I sat
in garden and played music and smoked a cigarette. I saw her through the glass
door, and saw she called someone. Next thing the police arrived and unlocked the
door and were chatting with me. I explained about her rage and fury. The officer told
me to take an hour cycling for her to calm down, so I did, and I went for a cycle for
45/50 minutes. I came home and the doors were all locked and the dog was outside,
this was around 9pm, it was starting to get cold, and I have had the flue recently, so I
started to not feel well. I saw the bathroom window was open and a ladder, so I used
that to get back inside. [censored] was playing his game with headphones on, so I did
not disturb him. She was on the phone in her parents in the lounge, so I walked past
her, and I went to kitchen. She got off the phone and started shouting at me, but I did
not want to argue. She told me to leave the house, and I said no, I have the same
rights to stay as she does. After that she said she will give me a lot of problems with
the police on Monday, and I just said “WHATEVER”. [censored] came downstairs, and I
have a good relationship with him, however after the police had been there earlier
his mood was not ok, so I left him. I went upstairs and had a bath. When I got out, they had both gone and I saw the car had gone, so I locked the door and went to
bed. Shortly after police arrived and arrested me. I think this problem is somewhere
else. She started drinking when we first got together. When she stopped drinking was
when we started arguing, but then the arguing stopped, and the honeymoon period
started, but then the cycle started again where she drinks for a week with a friend of
hers and then another week honeymoon. For the last few arguments I had no idea
what was going on, and she used to lock me out, I had to sleep in the car or at work.
Until November 2021 and it got physical. There was one incident where I got a
broken nose. I decided we needed to do something; we do not have a normal
relationship. I had learnt to deal with her fury and that was to leave her alone and it
used to work.
A week ago on Friday she invited her best friend [censored] round after splitting with
her partner, they both used to drink together, and I knew it was the beginning of the
cycle. I knew what to expect, but [censored] did not realise how stressful it was trying
to explain the situation [censored] and I used to talk a lot as she was upset and
heartbroken as [censored] was just drinking and disruptive. I tried to get her some
drinks to help her forget, and we did lots of laughing and joking. [censored] got
furious and started arguing with us. [censored] did not know how to deal with her
temper and argued back, which made it worse. [censored] could not believe how
calm I was when [censored] was so angry, but this was usual, and I knew it would be
over after a few days. [censored] left Saturday morning and was not allowed back.
When you came back to the address, did you push [censored]?
I didn’t touch her; I didn’t even argue with her. We spoke for 2 minutes, and I noticed
her fury was going up, so I decided to take a bath and came back downstairs, and
she had already left.
Were any words spoken between you and [censored]?
I was calm with her and said I have my right to be here, and she told me she would
give me a lot of problems with the police. I just left it and went to take a bath.
What does she mean by ‘she will give you a lot of problems with the police’.
I don’t know what she meant by that. She didn’t say anymore other than that.
What was your state of mind during all of this?
I’m used to it now. I’m so used to her getting so angry at me. I’ve learnt how to deal
with her rage.
Refer to statement:’I kept telling him “PLEASE JUST GO”, ANDY said “FUCK OFF” before he pushed my
chest with two hands causing my back to hit the doorframe. No, I don’t even use
words like that, I just said this is my house as much as it is yours and left it at that. It
was a calm conversation from me.
Last night, [censored] disclosed to officers that back in March / April time, during a
moment of anger, you put your hands to her throat – explain.
Nothing happened like that. There was no incident at all
Refer to statement:
‘Put his hand to my throat and pushed me backwards, causing me to fall on the bed’
He shook his head.
This is not true, this is just imagination. We had one incident where it was ‘proper
fighting’ and this was back in November 2021. I had a broken nose and a broken
tooth, and I pushed her off me in this incident. I don’t know if you have ever seen her
before, but she goes to the gym and is so strong, she does not bruise, how could she
not defend herself from me?
‘I fell back on to the bed from the force he grabbed me”
I don’t know what to say, this didn’t happen. Since the November 2021 incident, there
has been nothing physical.
I described the morning of the incident that V has described in her statement. You’re
stating you did not put your hands on her, but have you got any recollection of the
morning she is talking about?
There is no situation coming to mind for what she is talking about. I have no idea.
I summarised everything he had said and asked if he had anymore to add or clarify,
he said no, I turned off the tape.

Incident log and OEL checked, infml reporting her ex-partner has come to the
address and is banging on the door trying to get in.We then receive a further call to say police left 1.5 hours ago and husband was told to
sleep in the garden and he had now re-entered the HA, pushed infml against a wall
and is now having a shower. No injuries.
On arrival it has been confirmed — Then, while she was having a bath [censored] told
her that the S was back inside the property. She challenged him in the living room
where he walked up to her, said “FUCK OFF” and pushed her with two hands against
the door frame. The S then went to have a shower”. During PPN questions the V also
disclosed that around 3 months ago, during an argument the S lost his temper, and
he grabbed her round the throat with one hand pushing her to the bed. She also
disclosed that he has kicked her in the stomach previously, she thinks this was
around 1 year ago”.
Male has confirmed – ‘Male disclosed that perhaps a year ago, maybe two years ago,
the female party had hit her in the face but this was not reported and the Male party
cant exactly remember when this was’.
This occ has been crimed as assault by beating but due to the infml being grabbed
around the throat with one hand previously, I have amended the crime stat to NFS as
this is the principle crime.
I have created a further occ 55230099012 to record 1 x common assault for the male
as the victim where he has confirmed he had been hit in the face previously by the
female.

Victim states she had been in a verbal DA that evening and was advised she did not
have to open the door to MAJEWSKI if he came back.
She explained that he climbed into the upstairs window via a ladder, but she asked
him to leave the property and had transferred him £600.00 to stay in a hotel for the
night.
Victim states that MAJEWSKI pushed her and said, “FUCK OFF”.
Victim cannot confirm whether MAJEWSKI had been drinking as he had been out all
day.
Victim states to officers that she does not feel safe.
MAJEWSKI was added to the tenancy 6 months ago, and victim states that since he
was added on the tenancy, he has become nasty. Apart from one previous incident
and this incident, there hasn’t been anything physical.PC 598 states that it is difficult as he is on the tenancy and is technically allowed to be
there. But victim states that he does not pay for any bills, food etc.
Officers ask victim to clarify details of the push she previously mentioned.
Victim states that 5 minutes after officers had left the address, MAJEWSKI sat in the
garden and waited for the opportunity to get into the house by the upstairs window.
Victim then saw him downstairs and repeatedly asked him to stay away for the night,
when MAJEWSKI shoved the victim against the wall, causing the victim to cry and feel
unsafe.
Victim confirms she would be happy to give a statement to officers.
Victim gives all her details to officers and DASH PPN questions, where she confirms
she is worried of violence from MAJEWSKI.
During the PPN questions, victim discloses that on a previous incident, MAJEWSKI has
grabbed her by the throat. Victim states she does not think it was intentional but he
lost his temper.
DASH PPN questions were continued.
PC 598 confirms if she was happy to give a statement that MAJEWSKI would be
arrested and victim states she would be happy with that.
Officers wait for other officers to arrive to take the keys from victim to go back to her
home address and deal with MAJEWSKI.

Log entry: This occ relates to a DA breach of pre charge bail conditions.
Suspect was arrested yesterday – occ 55230098162 relates – where by he had pushed
his ex partner after a verbal DA earlier in the evening where she kicked him out of the
house when she discovered he had cheated on her with her friend.1
Suspect has been given bail conditions not to contact her or attend the address until
he is liace with police to collect his belongings.
He was released from custody this evening and has attended the address and looked
through the window so victim has called police.
Officers have attended and spoken with the suspect, his first language is not English
and he explained that he did not understand that he could not attend to collect his
belongings.
He collected his items and went on his way, he has the means to stay away from the
address and as the original matter is going to the CPS slow tack, I don’t see it as
being in the Pl for him to attend his address before his next custody time and the factno violence or force was used, it was believed by the attending officers to be a
genuine misunderstanding/language barrier.
DASH PPN submitted for the victim using the same information as yesterdays PPN as
nothing has changed there.

This is a review of occurrence 55230106321 in which the victim, MAJEWSKI, ANDRZEJ
states he has been assaulted by his ex-partner, [REDACTED]. In this disclosure he has
stated she has ‘bitten’ his nose on a previous occasion. Crime stat of [REDACTED]
(assault occasioning actual bodily harm section 47) has been created. (non-recent
domestic assault with injury). However, there is a consideration to amend the stat to a
GBH should the injury he verified and confirmed medically. There is also
consideration to amend the stat to a stalking offence.

Investigation – 2 Closing summary 13/07/2023 18:38 #6482 BOCBIER, LAURA No
Log entry: This relates to reports from MAJEWSKI, ANDRZEJ wishing to make a
counter claim against his ex-partner [REDACTED].
MAJEWSKI reported at 1400hrs on 9th JULY 2023. He stated that he was arrested for a
DA and now wants to make a counter complaint. He reports that [REDACTED] has
mental health problems and is on meds as well as drinking too much alcohol.
MAJEWSKI said that [REDACTED] would not stop making contact with him and making
his life difficult. Concerned that if she saw him on the road then she would lash out
due to her rages.
[REDACTED] spoke with MAJEWSKI. Essentially, he is angry and annoyed that
[REDACTED] reported him to the police and that he had conditions placed on him. He
is frustrated because he states that [REDACTED] is still trying to contact him and
wished to place a counter argument against her.
MAJEWSKI didn’t actually have anything to report. He stated some things happened
in 2021 (broken nose and assault), but he didn’t really want to talk about them. I
asked him on multiple occasions what allegations he wished to make about
[REDACTED] and his response was always concerns about what might happen in thefuture, not what has happened in the past. He confirmed that nothing had happened
recently that he wished to talk to us about. No messages received from [REDACTED]
that were of a criminal nature. [REDACTED] clarified that there is no reason for them
ever to speak to each other again or see each other. She has not harried him or
assaulted him. He did not talk about any harassment or stalking related incidents by
way of message. He just wished to report his concerns for what she MIGHT do based
on her rages, alcohol, mental health and alcohol related things. He is concerned that
she may be volatile towards him if they ever bumped in to each other in the street.
MAJEWSKA came across on the phone that he just wanted to report [REDACTED] for
something. Clearly frustrated at the situation he is in. But in the end did not have
anything to report that she had done that he wished to make a statement about, and
was happy for this occurrence to be closed. Was given no reason to regarding any
incidents occurring even if she assumes him knows or offends against him.
[REDACTED] was spoken to over the phone and advised to not contact MAJEWSKA
either as this is not appropriate seeing as he has conditions not to contact her.
[REDACTED] appeared A/O on the phone, not intoxicated and was happy to talk to
me. She confirmed that she had sent MAJEWSKA a couple text messages, in relation
to ‘work’ questions, not expecting a reply but just to let him know something. She will
now no longer do this. There is no need for them to have contact either.
[REDACTED] confirmed that there have been no issues since with MAJEWSKA and is
moving on with her life.
This was reported as MAJEWSKA wishing to make counter allegations against
[REDACTED] but in fact was him just reporting his concerns about what ‘might’
happen in future.
